Policy Adoption
In order for board policies to be amended or new policies adopted, certain procedures shall be followed. The board shall give notice of proposed policy changes or adoptions by placing the item on the agenda of two regular monthly board meetings. At the first meeting, the proposed policy amendment or new policy must be placed in the form of a motion, duly seconded and held for a vote at the next regular monthly board meeting. The final action taken to adopt the proposed policy amendment or new policy requires a simple majority vote of the board to be approved.
The board president may request that any proposed policy amendment or new policy be reviewed for recommendation by the board policy committee.
In the case of an extreme emergency, a new or changed policy may be adopted by a majority vote of a quorum of the board. The board shall first determine by a majority vote of a quorum of the board whether an extreme emergency exists. This determination and the need for immediate adoption of the policy shall be included in the minutes. The extreme emergency policy shall expire at the close of the third regular meeting following the extreme emergency action, unless the policy adoption procedure state above is followed and the policy is reaffirmed.
Minor, non-substantive, policy revisions or revisions required because of a legal change over which the board has no control, may be approved at one meeting at the discretion of the board.
