The purpose of this policy is to ensure that accurate school mapping data is shared with public safety agencies for use in emergency response. Pursuant to the grant funding requirements Neb. Rev. Stat. § 79-3110, it is the policy ofElkhorn Public Schools to provide mapping data in an electronic or digital format to public safety agencies to aid in the effective and efficient response to any emergency or incident involving law enforcement, fire services, emergency medical services, emergency management and any other response that requires a multi-discipline response and coordination.

I. Definitions

A. School Emergency Response Mapping Data means data that is:

1. Compatible with public safety agencies’ software platforms without additional software
purchases or third-party integrations;

2. A finished map product in a file format easily accessible using a standard or open source file reader, depending on the needs of the school and the public safety agency;

3. Provided in a printable format;

4. Includes an indication of true north;

5. Includes accurate floor plans overlaid on verified aerial imagery;

6. Contains site-specific labeling that matches the structure of school buildings, including room labels, hallway names, external door or stairwell numbers, locations of hazards, key utility locations, key boxes, automated external defibrillators, and trauma kits using standards set by the Nebraska Department of Education;

7. Contains site-specific labeling that matches the school grounds, including parking areas, athletic fields, surrounding roads, and neighboring properties using standards set by the Nebraska Department of Education; and

8. Overlaid with a grid and coordinates.

B. Public safety agencies means local, county, state, and federal law enforcement, fire service, emergency medical, public safety answering points, SWAT/tactical units, and other emergency managers that could potentially respond to the school district during an emergency.

II. General

A. Elkhorn Public Schools will create accurate and detailed school emergency mapping data for school buildings and grounds, to include contracting with a vendor utilizing available grant funding.

B. Elkhorn Public Schools will ensure the contracted vendor completes a comprehensive walk-through of the school campus to verify mapping data for accuracy during production.

C. Elkhorn Public Schools will verify that the vendor has distributed school emergency response mapping data in electronic and printable formats to public safety agencies.

D. Elkhorn Public Schools will ensure the vendor provides school emergency response mapping data in formats compatible with public safety agencies’ software without requiring additional purchases from such agencies or third-party integrations.

E. Elkhorn Public Schools will verify school emergency response mapping data annually, and update
mapping data if changes have occurred.

F. Elkhorn Public Schools will ensure updated school maps are shared annually with public safety agencies.
